Concepts for New Tokyo waterfront subcenter: Tokyo Teleport Town, and Rainbow Town
→Contest essay on Tokyo new center concept
・ Waterfront as a view
・ After economic bubble burst, development has been limited to areas around Odaiba
Both plans focused on efficient land use instead of residents
New points of view and scheme of waterfront development are required
→On-going separate developments without philosophy, based on existing master plan; we need to reconsider this situation.

"Considering General Waterfront Development"

1. Positioning of Waterfront Area
・ Importance of considering waterfront area between Yokohama and Makuhari
(Makuhari is the entrance of city core when entering into Japan from Narita Airport)
・ Visitors to the waterfront area is 40 million/year; visitors to Tokyo Disney Land is 25 million/year: great potential of waterfront area
2. Situation of new Tokyo waterfront subcenter
  ・ 40 ha of unused land
(Proposed urban area for citizens is approx.16ha)
・ Temporary facilities (e.g., pallet town) are built by law revision; the limit is for 10 years
・ Toyosu market and northern Ariake area
3. Direction of waterfront development
  ・ Shift from subcenter (receiver of demands by offices) to center of sightseeing
4. Agenda of development
  ・ Future image of waterfront area (Yokohama-Makuhari) is necessary
(waterfront area should be developed based on overall future image)
・Enhance insufficient functions (theater, etc.)
・Search for development fully utilizing relation with waterfront (Shinkiba, etc,)
